Infrastructure: the foundation of European sovereignty

This strategic ambition rests on four pillars:

– Energy, with a pragmatic long-term strategy for secure and low-carbon supply
– Digital infrastructure — data centres, cloud, fibre — to anchor digital sovereignty
– Critical metals, essential to every energy, industrial and technological transition
